Distinguishing Features of the Class An employee in this class independently performs a variety of planning, advocacy, outreach, information and referral, monitoring, reporting and program delivery services with assigned programs which affect the elderly in the region.
Programs vary based on funding and on regional and state priorities, and include programmatic areas such as work with area senior centers, Senior Games, various health initiatives, Medicare counseling, fan delivery, options counseling for seniors and veterans, Home and Community Care Block Grant, and other areas.
Services are provided through technical assistance, developing and administering special projects, monitoring service providers and documenting activities, and general training and education for those providing assistance to seniors.
The employee is responsible for identifying, analyzing, and formulating possible resolution to situations and issues in the area of assignment.
Work requires a broad understanding of the assigned programs affecting seniors and the policies, procedures, rules and regulations governing these programs.
Work requires frequent travel throughout the region and requires work with seniors individually and in large and small groups.
Work is performed under regular supervision of the Director, with monitoring by the State Aging Office, and is reviewed through observation, review of work performed, reports, and conferences.
Duties and Responsibilities Essential Duties and Tasks Works in a variety of programs to plan service delivery and advocate for seniors; conducts information and assistance to seniors in need of services; provides information in a variety of forms to assist with concerns or refers to others for assistance.
Gives presentations and provides training on senior related topics throughout the region; works directly with senior center staff, seniors, family members and caregivers to provide information; markets programs and educates public on needs and services.
Serves as coordinator for Albemarle Senior Games, including overseeing venues, events, caterers, volunteers, equipment needed, financial tracking, and budgeting; applies for funding for games as needed.
Coordinates the local Operation Fan Heat Relief Program, including compliance and reporting requirements.
Facilitates the distribution of services with local partner agencies throughout the 10-county region.
Serves as a Seniors Health Insurance Information Program (SHIIP) counselor.
Provides counseling and assistance to Medicare beneficiaries.
Assist in annual Medicare open enrollment.
Serves as the Evidenced Based Health Promotion (EBHP) Program Coordinator.
Conducts monitoring assessments of EBHP programs held throughout the region.
Conducts programming throughout the region.
Assists with planning educational and outreach events for older adults and caregivers throughout the region.
Oversees special initiatives and funding opportunities for new programs and services for older adults.
This includes housing and home improvement projects, transportation and home management services provided under the American Rescue Plan Act (ARPA).
Maintains compliance with state/ federal regulations.
Ensures that services are provided according to state standards.
Maintains accurate and complete documentation for reporting and monitoring purposes.
Additional Job Duties Performs related duties as required.
Recruitment and Selection Guidelines Knowledge, Skills, and Abilities Considerable knowledge of federal and state regulations as they relate to aging programs and the role of social and other service organizations in meeting the needs of the older population.
General knowledge of the physical health, mental health, nutritional, economic, social, and recreational needs of older adults.
Knowledge of planning, program development and administration of service programs.
Ability to monitor and evaluate social service and other older adult programs.
Ability to communicate effectively, in written and oral form, individually and in groups with seniors and their families, public officials, community organizations, and the general public.
Ability to maintain effective working relationships with staff, public officials, and other persons assisting with the older population, and to work directly with seniors.
Ability to organize work and exercise independent judgment with minimum supervision for assigned tasks.
Ability to prepare and maintain accurate and detailed records.
Physical Requirements Must be able to physically perform the basic life operational functions of fingering, teaching, lifting, grasping, talking, hearing, and repetitive motions.
Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
Must possess the visual acuity to prepare and use data or figures, operate a computer terminal and other office machines and equipment, perform visual inspections and do extensive reading.
Desirable Education and Experience Graduation from a four year college or university with a degree in a human service field or a considerable experience working with related programs in the field of aging; or an equivalent combination of education and experience.
Master's Degree preferred.
Special Requirement Possession of a valid North Carolina driver's license.
Certification by agencies to deliver assigned programs may be required.
